In the council meeting of 15-11-2021, Jouw Stellingwarfs advocated the arrival of ''tiny/small houses'' and the nuisance experienced by residents on Spoorlaan in Wolvega. We also supported a motion that expresses our housing wish to the provincial council. We have also expressed our concerns about the ever-increasing WOZ values and how the municipality deals with objections.

Agenda item: 9: Visual quality plan zone living and working Schipsloot Wolvega

Chairman, glad that it has been adjusted and is probably more marketable. At least that's what I suspect. Actually this was too late and should have happened much sooner. We may even have missed requests because of it. However, I was not told this. I do have two questions: On the A2 near the council proposal, you will see new building regulations that provide a framework for deviating management regulations if the construction plan conflicts with the management regulations. Can you, or the VTH permits team leader, still grant an environmental permit with a deviation? The question is: Can the team leader also refuse a permit in this case? Because if he can do that, it could well be that we as a council would have agreed. Now the front yard, which is now reduced to 6 meters. The condition for this is that only 50% may be paved. Does the entrepreneur not run into problems if there are too few parking spaces for his company? Thank you chairman.

Chair,
These are the last general reflections of this council period. A period characterized by the lack of administrative power that we believe was created by the formation of this council. A council that does not rely on a healthy council majority but, thanks to the "hunger for power" of the VVD (they had to and would provide two aldermen) and thanks to the "trailer role" of WB, can only count on the smallest possible majority in the council. We have seen these councilors operate very differently in the past period, sometimes showing initiative but also not being decisive, and some members were almost invisible and not very successful.

It therefore seems to me a good thing to strive for a council after the elections next year that has the support of a broad support base in the council and consists of good, competent aldermen, in other words, for us, a number of aldermen do not have to return. We are satisfied with the chairman of our board. He has quickly made himself popular with our residents, but I think also with the council and our employees. It is accessible to everyone and gives the impression that it is very much at home in our community.
We still have some time to go before the new elections in 2022, but it will be clear from the foregoing that the council as a whole has not achieved a sufficient grade so far.
Very little of the ambitious college program has yet been realized. Of course, there have been delays here and there due to the corona pandemic, but a lot of research and consultation has been done and advice has been sought from expensive consultancy firms, but little has been achieved so far. We wonder whether the council thinks it will be able to implement much in the next three-quarters of a year.
The still growing formation worries us, we wonder whether this is really necessary and whether we have sufficient expertise in our organization. Is it always necessary to obtain expensive external advice? At the time, the starting point was to have more expertise in-house within the OWO context and to achieve high management quality with fewer staff, but the opposite seems to be the case.
Mr President, it will be clear that we are very disappointed with the policy on gas extraction in our municipality, we have already said a lot about it and we only want to indicate that we consider the council's policy to be very substandard.
Chairman, I will conclude: we are very concerned about the increase in costs for our residents. We fear that, for example, the introduction of diftar will increase costs for most residents.
We would like to see this council tackle issues in the remaining time and, for a change, not only make plans but also implement them decisively. There are plenty of problems: road safety, housing, bad roads, crime and vandalism, the WMO and Youth Care, for example.
Mr President, this general consideration could contain many more things, but the agreement is to keep it short. We want to do that, but not after thanking our employees for their efforts in the past period.

Spring/framework memorandum 2021

Spring note

Chair,
Staystellingwarfs is of the opinion that nothing can be said about the budget. Covid has left its mark everywhere. As a council, we will therefore have to be extra sharp to limit the financial consequences. Sometimes Covid seems like an easy argument. This makes it difficult for the council to set a framework and make use of its supervisory task. For now we can agree with the spring memorandum.

Framework note
Mr President, with regard to the framework memorandum, this appears to be a very meager memorandum due to a lack of resources. Yet there are plenty of problems that will face us in the near future. We have concerns about that and we would like to mention a number of things.There is little money, but the introduction of Diftar requires a significant investment of approximately 1.5 million. We would like to see that DiFtar is not introduced for the time being. (The municipality desperately needs this money to get the basics in order. Such as more enforcement on the streets, limiting the youth care shortage and so on).

The increase in the number of employees continues. In our opinion, more emphasis should be placed on the training and retraining of the existing workforce.

Traffic problems, for example the Lyclamaweg and the Lemsterweg, should be tackled quickly, as you know, delays lead to adjustments.

Vandalism and nuisance, such as around the town hall and at the swimming lake in the Lindewijk, enforcement by the police and BOAs seems insufficient. The councilor recently stated that ''BOAs have to make choices'' when it comes to commitment, they are coming under increasing pressure.

The center vision has been established and the budget has been made available. We are still missing innovative elements in the piece and still call on the councilor to sit down with the WOW to come up with an addendum with more depth. The vision is for 5-10 years, but that does not necessarily mean that you do not have to work towards anything, because if this is the case, in 10 years we will no longer have a shopping center left. After all, standing still means going backwards. We therefore have high expectations of our councilor and want to get the most out of our residents and entrepreneurs.

In our opinion, nuisance caused by illegal parking (eg on the sidewalk) and high speed driving by young motorists in the villages of ''polos with caps'' must be tackled more strictly.

The development of Lindewijk 2 must be tackled expeditiously. With regard to the possibility of building so-called Tiny Houses in the villages, we would like to see policy developed on this in the short term. I was under the impression that the council was so enthusiastic about the tiny houses, but in practice I see this is not back yet. In addition to the construction of homes in Wolvega and Noordwolde, options must also be developed for the other villages in the short term.

It is virtually impossible for many starting residents to find a suitable home. Both ''social'' and private rental but also purchase. Young people are leaving our community in droves because there is simply no place for them. BS believes that every home seeker, regardless of the depth of his or her wallet, should be able to find an affordable home within our municipality. This can be done, for example, by realizing tiny houses and/or building affordable homes.

In our view, the policy regarding exploration and gas extraction has been a total failure, no direction, input is ignored, sporadically informed and therefore nothing concrete has been achieved. In this regard, we find the councilor in charge of this portfolio incompetent.

With regard to the Regional Energy Strategy, we believe that this approach will not be successful as long as resources are not made available by the government. Greening and sustainability are still for the elite and not for anyone with a hat.


We believe that domestic help within the framework of the WMO should be maintained where necessary.

We would like to see the council still check how great the health risk is for those living near the substation on Haulerweg. The municipality must ensure the safety of our residents. In our opinion, this does not happen in this case

Chair,
The council also makes policy choices that hit residents with a small wallet hard. Increasing sewerage taxes, increasing waste taxes and soon the introduction of Diftar are recent examples of this.

The VVD makes a good impression with the slogan that the costs of our residents should not increase. Despite this claim, the reality is different. It would be to the credit of the VVD colleagues if they would restrain themselves a bit in this “speech” now, but also during the elections, tell the ''honest'' story...

This concludes our contribution to the discussion of the chairman's framework memorandum.

Center/retail ''vision''.

Center vision
Chairman, tonight we will decide on the adoption of the center center vision and the retail vision on the next agenda item. In my opinion, these two have everything to do with each other. As expected, outside the atmospheric areas and the beautiful sketch in the center vision, there are not many additions compared to the older REVA report. We had high expectations for this given the budget (400,000). Unfortunately these did not materialize. There is a very general vision and, in my opinion, with little innovation or ambition. The plan is already outdated before we start implementing it.

Chair,
Then a number of substantive matters. The sketch does not take a number of things into account. For example, the local bus stop at the rectory square should be moved. One of the sunken poles would also have to be moved and accessibility for the elderly and disabled among us has not been taken into account. My fellow member of the group has already said something about this up front and also drew attention to it again during the working meeting. Namely, create a drainage gutter in the middle of the road instead of two separate gutters. Question for the alderman: Is the sewerage system in the middle of the street? Ask fellow council members: What is your view on this? The center is and will remain the same according to the new plans. It is very difficult to get through the center with a walker and/or wheelchair. The piece states that the focus is on experience, so does the experience of disabled residents not count? Please leave a comment!

Chair,
There are many entrepreneurs who fall outside the core area. How does the council plan to motivate these entrepreneurs to settle in the core area or is there an extinction policy? We also saw a change in destination in the plan. According to the drawing, there was a terrace in front of the lingerie shop. What is the council trying to say with this? The store has just opened!
Then I see the concrete boxes of approximately 8x3/4. There have also been bins there in the past. These were removed precisely because of wantonness, such as destruction and urination and maintenance costs. A maintenance plan will therefore have to be drawn up for the bins. How does the councilor view this? The BOAs are busy with other tasks, who will ensure that this situation does not repeat itself?

Retail vision
Mr President, in the previous agenda item I said some things about the coherence and expectations of both agenda items. I see again a meager vision, which, in addition to a number of general recommendations and observations, does not do anything with the matters that emerge from the SWOT analysis.
How does the councilor plan to better connect the HomeCentre area with the center and increase the visibility of Tuindorado? Can we perhaps do more with this area? How will the council continue to tackle vacancy? How will the council help entrepreneurs not to fall prey to the online shopping behavior of consumers? For example, there will be workshops on how to open an online store, to name just a few things. This is just to mention a few points, Chairman.



Voting statement BS Res1.0

Chair,
Following the webinar of the Green Audit Chamber on wind turbines and RES1.0, BS would like to make a discussion item on agenda item RES 1.0. I have already explained some things in my email of 6/3/21, but I will provide a brief explanation. On June 25, the European Court ruled on the lack of EIA in permit applications for wind turbines and solar parks, among others. However, this was in Belgium. How exactly this works in the Netherlands would have to be investigated. After all, European law takes precedence over Dutch law. In the Netherlands, the EIA is not yet part of the activity plan. The EIA is in accordance with EU Directive 2001/42. This directive indicates that an EIA is necessary for programs and projects that may have significant consequences for the environment. For wind turbines, for example, this could concern noise, cast shadows and external safety. The mandatory removal of wind turbines is very expensive and who bears the responsibilities and costs? We as a council would be wise to first have this legally investigated by an independent party before we can make a well-considered decision on this. We therefore recommend postponing this decision.



Contribution BS ''Resources policy''

Chair,
Before us lies the raw materials policy. We are asked to adopt this policy and to make choices in this regard. Chairman, Stay Stellingwarfs finds it unacceptable that costs will rise again, in combination with the reduced service at the municipal yard. Citizens will soon no longer be welcome with their gray waste. I also mentioned other examples during the committee meeting. I won't repeat this one. Chairman, in the meantime, Staystellingwarfs has attended a meeting of local political parties in Friesland and has also presented the situation there. Don't start!, that was the message. Then Chairman, last council meeting I was accused by a council of not telling the truth. I looked it up and I was right. Council meeting June 12, 2019. You can find it there.

Weststellingwerf is of course compared with our eastern neighbors ''Ooststellingwerf'', which have already introduced Diftar+ (by weight). We were able to read about the experiences this week through Alderman Hylkema. The waste from the gray container is subsequently separated by waste processor Omrin in the separation and processing installation (SBI) in Oudehaske. The PMD is also removed from the residual waste afterwards. This is then separated in a plastic separation plant and sorted into beverage cartons, cans and different types of plastics. Research shows that subsequent separation is much more effective than separating these waste flows in advance. For example, the ASI removes much more reusable waste. Then chairman, Omrin collects paper in Ooststellingwerf, while in Weststellingwerf this is done by schools. Ooststellingwerf had to incorporate Omrin's higher costs into the standing charge. This resulted in a deficit of 335,000 euros for this year. What will this cost us extra? Mr President, this meant for the already well-divorced citizen that the standing charge of Ooststellingwerf has increased by 30%! 30% chairman! Does this also await us? After a previous significant increase, our 2-person households are already paying 290 euros, and that is already the case for 8,000 owner-occupied homes. Not to mention the rental properties. You also want to harmonize single-person households... Mr President, The litter. Ooststellingwerf has no fewer than 101 volunteers who keep the municipality clean. A well-known place is the parking lot at Makkinga. Or even closer to home. At the end of the Heerenveense road, also called the stork, something is regularly thrown from the car. Then there is the gas station on the highway where the garbage bags are already next to the container. That means getting rid of the waste creatively... The west corner is also not spared... You make the strangest discoveries in ditches and between the reeds. An old olivat, construction waste, garbage bags and other things that don't belong there. Staystellingwarfs expects that these types of cases will only increase if diftar+ is introduced. Then there is the enforcement chairman. They are given additional tasks and the pressure increases even further. The councilor has not yet convinced me how she plans to relieve the enforcers instead of taxing them.

Stay Stellingwarfs finds it strange that the councilor only wants to conduct an investigation/survey after this motion has been adopted. We see this as mustard after a meal. People have absolutely no idea what's coming their way. We believe that we should look together with our citizens at ways to achieve the objectives instead of inventing something and then imposing it. Where is the work? I do not see it. It is particularly strange that none of the college parties has diftar or diftar+ in their election manifesto. It is also not in the council plan. Staystellingwarfs therefore believes that this proposal should be postponed until after the elections to allow the parties to include this in the election manifesto so that citizens have some choice in the elections. That is fair to the citizen, who already has so little confidence in politics and apparently rightly so.

Municipal
Sewerage plan 2021 - 2025.

Chair,

Today we are going to talk about the municipal sewerage plan 2021 - 2025. The reason is that the old plan needs to be replaced. You, as a council, present us with 3 scenarios, but you only ask us to determine the 3rd. Costs are 5.8 million. For citizens, this means a gradual cost increase of more than 14.6%, over a period of 4 years, namely from 174.22 in 2021 to 204.16 in 2025.
We have also established that there was flooding in previous years. Luckily this wasn't too bad this year.


You further state that scenario 3 best suits the municipality of Weststellingwerf, but how many citizens have you actually spoken to about this? After all, the citizens have to pay for it!

Residents we speak to are not at all interested in the extra costs of greening and its maintenance.


What does this actually mean for low incomes? Aren't they having a hard enough time these days, with all the cost increases from the government and not to mention the lost income of entrepreneurs!


The extra efforts and costs to make residents more aware of climate change do not seem to us to be an addition at this time. This is because society and several governments are paying attention to it.

In addition, the burden on our official staff, this workload is already very high, in our opinion it is not advisable to burden these people additionally with guiding and instructing the residents.

Chair
There are people in Munnekeburen and Scherpenzeel who do not yet have a connection to the sewer system. What will you do for them? I heard from one of the residents that this process has been going on for years! What will you do for them in the short term?

Stay Stellingwarfs, would rather see an open discussion about which scenario we, as a council, think best suits our residents, instead of a choice being made in advance. Perhaps together we will come up with something completely different or better. Otherwise we cannot support the proposal. Then our preference is for scenario 1 (maintaining what works well and repairing what does not work well). In our opinion, this suits our residents better for now and also in a period of Covid and its possible financial recovery.

BS advocates EIA for Vinkega gas field

The council faction of Jouw Stellingwarfs provides the three municipalities with a starting point for a joint response. The conclusion is that the extraction plan must be changed in its entirety. For example, the possible earthquake effects of the adjusted subsidence in the subsurface have not been assessed. This also applies to the effects of gas extraction on the water balance above ground.

Cutbacks in the WMO.


Contribution to committee meeting 15-09-2020

Chair,before us is the Grip on WMO proposal.

Stay Stellingwerfs, I find it strange that the figures on how many people use domestic help are not available. We also wonder whether your plans are feasible.

- What does the measure cost and what exactly does it deliver? What is our position as a municipality with regard to the budget?

- Of the 2.1 hours per week, how much time is actually spent on the customer and how much time is spent on administration. (For example, updating the care folder) Approximately 1 hour is lost. We do not find this acceptable. We expect a response to this.

- If I understand correctly, people pay the same amount, but receive less care? Or will the amount be adjusted downwards?

- There is talk of powerful aging with a robot vacuum cleaner. How does this correspond to reality? Is this a pilot and are we just doing something or has it already been tested elsewhere with positive results?

- who will pay for these vacuum cleaners?

However, we are very satisfied with more control over declarations and daytime activities (see measure 1-2).

2nd term and response to the alderman.
- There is talk of a holiday period. Do I understand correctly that no care is provided during this period? Do our elderly have to sit in the mess for so long? Do you, your elderly father and/or mother have the bathroom cleaned yourself?

- You're talking about customization. How will a re-indication be arranged for people without a network and/or mental capabilities?
To me, this plan seems rather cunning and even sneaky!

- I just heard something about volunteers. How many volunteers are active in home care and how many exactly do we need? Chairman... The Alderman cannot explain many things. The councilor is also saying that she does not know our clients and/or residents? We have contact with the clients, right?
For years??

- We agree with Mr. Westenberg, when it comes to the ''special'' administrative response to the view of the citizens' platform and the viability of the plan that Mr. Thijssen referred to. Do you still take the citizen platform seriously?

- The number of people increases in times of corona and you will then make a lot of cuts. I don't think this rhymes. I would like a response from the councilor.

- The councilor referred to a clean and tidy living environment? Does the councilor think 20 minutes on average per day is sufficient?

- The costs remain the same but you offer less service, as the NS seems to do after privatization.
You cannot treat people like that, and certainly not the most vulnerable in our society.

- Does the councilor plan to continue lobbying the government for more money for the WMO!

Motion contribution: coalition of the willing 02-06-2020


Chairman, before us is the coalition of the willing motion.
Stay Stellingwarfs cannot agree to this motion for the following reasons:

Mr President, before the summer the House of Representatives is expected to issue an official report on the situation in Syria.
Based on this message, it is determined whether Syria or part of Syria is safe enough for the return of the refugees.This official message could be released at any time. Why should we as a Weststelling yard have to pre-sort for this? In addition, no request has yet been made to the municipalities.

Mr President, organized crime makes billions from the transport and exploitation of refugees.
This is stated by the NPO, among others. I can assume that the council does not want to facilitate this. I would like to receive a response to this.

Mr President, this is also a national and European decision.

Mr President, we are in the middle of the Corona crisis.

Chair,Do we already have accommodations for these refugees?

Chairman, Stay Stellingwarfs does not understand why a college party such as CDA supports this motion. The national coalition party has a different position.
I read the following in the CDA election manifesto (under the heading asylum and migration):

The cabinet's priority is that anyone fleeing war or violence has the right to protection.Organizing this protection more in your own region eliminates the need for refugees to migrate further.
Reception in the region requires structural investments in political and economic cooperation with the countries of originand intensive cooperation with international organizations such as the IOM and the UNHCR.

In addition, the government wants to conclude more agreements with safe third countries in a European context,
where it is assessed whether someone has access to safe shelter in the region.Anyone who is admitted to reception may then be eligible for resettlement in another country.In this way, an uncontrolled migration flow is prevented and the revenue model of human smugglers is broken.

I find this very contradictory to the national position of CDA, it is their own party after all. D66 is also in this national coalition. Why does D66 agree with this motion?

Contribution to motion: abolish automatic KO 02-06-2020


Before us is a request to abolish the automatic provision of the ribbon.

We at Staystellingwarfs believe that you should receive a ribbon if you have committed yourself (voluntarily) to local and national society for years. As a council member, but also as a fire brigade, nurse, etc.

We have also reviewed Article 14 and agree with the VVD on this.

From article 14 Order of the Dutch Lion and Order of the Orange Nassau we can conclude that:

If we agree with this proposal, in practice the council must determine (provide advice) whether or not a critical councilor will receive a ribbon. We at Nooit Stellingwarfs believe that this process should be and remain independent.

Motion contribution: climate and sustainability policy letter. 02-06-2020


Before us is the climate and sustainability policy letter motion.We are co-sponsors of this motion. This is because we believe that every village should have an equal chance if it wants to have a chance to become a pilot village.

It must be added that we do not see any interest in solar panels and wind turbines on agricultural land. However, hydrogen, solar panels and boilers on roofs can be used extensively.

Contribution to motion: remediation of Lindewijk land 02-06-2020


Thank you chairman, I have been closely involved in the Lindewijk for years and I see what is happening here. It is a thorn in my side that all those residents in the Lindewijk have to dig up and turn over their gardens in order to get good soil. Now I hear that the councilor says that the mess (including plastic) has been cleaned up. So I conclude that there was indeed junk. In addition, the councilor now suddenly says that she does not think it is polluted soil. According to the alderman, it is clean soil. How can this be the case, while the councilor has just indicated that the mess has been cleared up? This is very contradictory.

The councilor herself indicates that she wants to cycle through the lime district, but she is certainly not going to look three quarters of a meter into the mud, because that is where the rubbish lies.

The councilor simply cycles over the asphalt and sees the top layer that has been cleared away. I think this is a shameful story, which the councilor is now dishing out.

The alderman also now indicates that it concerns reused soil, but with admixture. If there is admixture, dear people, then there is rubbish in it and then you cannot speak of clean soil. Perhaps you as a councilor should adjust the standards or perhaps even PFAS is a good standard for this.

Stay Stellingwarfs is in favor of purifying these grounds and therefore delivering them clean again. The costs can be fully recovered from the person responsible for dumping this unclean soil.I would like to see from the alderman that there is a tangible clean land declaration for the lime district and to submit this to the council. I am very curious about what this says.
We are extremely disappointed in the actions of this councilor in this matter.

Motion contribution: with sadness May 7, 2020


Last night during the council meeting, Alderman Zonderland accidentally posted the following text in the digital meeting app: “RES was exciting but they are so grumpy”. Since there is no other participant in this meeting app with the name Hanneke, this text can only come from the councilor.

Who are these “they” the councilor is referring to? Given the subject she mentioned, the RES, it can be assumed that the word “they” refers to the input of the opposition, in particular SDW, GL, D'66 and BS. It is not logical to assume that the alderman is referring to the coalition, because as usual it behaved like the well-known lapdog, tied up in the council agreement.

The text says a lot about how this councilor views the opposition. She sees the opposition as difficult, unconstructive and always obstructive. It seems that she has absolutely no awareness of the task of the opposition in a parliamentary system: her task is to criticize the council policy to the best of her ability and preferably to make it clear why there is a 'wrong' council, which should be removed as quickly as possible. must be removed and replaced.

Although these are 'only' a few words that the councilor used, words are not innocent. Words indicate a moral boundary. A line that is increasingly being crossed. If I use the words “less, less, less” here, everyone knows who said it and what they stand for.

The alderman's words were addressed to a family member, as we heard from the alderman this afternoon. Since in the digital meeting app in which we communicate with each other as council members, aldermen and employees, the message from Mrs Zonderland was made in her position as alderman. We would therefore like to hear from the other council members whether they distance themselves from Alderman Zonderland's words.

In other words: when dealing with the RES, the councilor accused the opposition of being disrespectful to all those people who worked hard on the creation of the RES. The words that the councilor used to characterize the opposition are just as disrespectful and completely ignore the motto of this council 'Doing Together'.

For these reasons, we, also on behalf of GL, D'66 and BS, are submitting a motion of regret.

Contribution: the Steense council meeting 06-05-2020.


Mr President, before us is the proposal: structural continuation of the De Steense Sports Complex canteen under our own management.

Mr President, the councilor claims that a new tender is: time-consuming and too expensive. We don't understand this. We've done this before. Senario is known. But the previous tender was flawed on all sides due to blunders by the municipality. Including unnecessary delay. No direction from the alderman.

Bad proposals for tendering and now you use arguments not to tender, where previously you operated poorly. It would behoove you to apologize for this to the council and the population. We are in principle satisfied with the current exploration, however we intend to reject the proposal for the following reasons:

- The budget raises more questions than it answers and, in our opinion, is incomplete. We would still like to receive a proper budget from the alderman.
- BS wants to have more control in order to prevent mistakes in the future.
-BS has a preference for a commercial party

- Furthermore, BS calls on the council to continue looking for this commercial party and to facilitate this party where possible.

- Finally, is the councilor currently willing to respond and/or provide an explanation to the questions that have been asked by us in writing?

On the other hand, we are forced to reject the proposal (for the reasons stated in term 1). How can we agree without financial substantiation and coverage? This looks more like improper management.

Chairman, I have tried to give the councilor a means to come up with a better proposal/financial substantiation, but unfortunately he does not take this seriously.

Last night during the council meeting, Alderman Zonderland accidentally posted the following text in the digital meeting app: “RES was exciting but they are so grumpy”. Since there is no other participant in this meeting app with the name Hanneke, this text can only come from the councilor.

Who are these “they” the councilor is referring to? Given the subject she mentioned, the RES, it can be assumed that the word “they” refers to the input of the opposition, in particular SDW, GL, D'66 and BS. It is not logical to assume that the alderman is referring to the coalition, because as usual it behaved like the well-known lapdog, tied up in the council agreement.

The text says a lot about how this councilor views the opposition. She sees the opposition as difficult, unconstructive and always obstructive. It seems that she has absolutely no awareness of the task of the opposition in a parliamentary system: her task is to criticize the council policy to the best of her ability and preferably to make it clear why there is a 'wrong' council, which should be removed as quickly as possible. must be removed and replaced.

Although these are 'only' a few words that the councilor used, words are not innocent. Words indicate a moral boundary. A line that is increasingly being crossed. If I use the words “less, less, less” here, everyone knows who said it and what they stand for.

The alderman's words were addressed to a family member, as we heard from the alderman this afternoon. Since in the digital meeting app in which we communicate with each other as council members, aldermen and employees, the message from Mrs Zonderland was made in her position as alderman. We would therefore like to hear from the other council members whether they distance themselves from Alderman Zonderland's words.

In other words: when dealing with the RES, the councilor accused the opposition of being disrespectful to all those people who worked hard on the creation of the RES. The words that the councilor used to characterize the opposition are just as disrespectful and completely ignore the motto of this council 'Doing Together'.

For these reasons, we, also on behalf of GL, D'66 and BS, are submitting a motion of regret.

Mr President, of course, is the council aware of the latest forecasts from the IMF, which expect a bleak future with a very severe economic recession, perhaps even the worst since the 1930s?!

- Is the council prepared to break open the coalition agreement so that expenditure on the energy transition and other not (currently) necessary themes fully benefits the economic recovery of Weststellingwerf during and after the Corona crisis? If not, why is continuing to focus blindly on an energy transition in times of crisis wise in your view?

- What will the council do to accommodate people who fall through the cracks, such as starting entrepreneurs who cannot qualify for benefits?

Contribution to gas extraction council meeting 06-05-2020.

I here ask for further information on how to answer my questions to the Municipal Executive.
The answers from the Board relate to 3 topics (including policy) that have to do with gas extraction.
Two topics are part of 2 unanimously adopted motions:

Motion dated November 5, 2018 about measuring methods (tiltmeters), important for the burden of proof in the event of damage, even if there is a damage settlement.

Motion dated March 4, 2019 about the Board's policy regarding gas extraction: against new gas extraction and against expansion of existing extraction plus an investigation that EZK would carry out to what extent gas extraction has taken place to date in accordance with the decisions, plans and permits, specified by gas field and drilling location.

Before I go into the content, I would first like to respond to the way in which the Board felt it should respond. An important task of a councilor is to exercise control over the Board, usually by asking questions. To the substantiated questions regarding commitments 146 and 152, the letter repeatedly answers “no” without motivation. It is clear that these questions are not intended to provide no motivation in the event of a negative answer. Moreover, that “no” answer was already known. Then you can answer that question with substantiation via art. 31 stated, a blunt “no” without motivation is not sufficient. I find this way of dealing with questions via art. 31 shameful and disrespectful to me as a council member.Chairman: I don't feel I can accept this.

Then the content. All answers taken together show that the Board has not given sufficient effect to the implementation of both of the above-mentioned motions.
“Insufficient consequence” is still putting it mildly. The Weststellingwerf College responds to the options for expanding gas extraction and preventing new gas extraction only for form and suffices by stating that its policy is negative. When it comes to action, she then does the opposite. It appears to be doing everything it can not to hinder the expansion of gas extraction. The same irrelevant arguments are always used in opinions. Of course they are rejected. The Board has appealed once without success with irrelevant arguments and now does nothing more than submit standard views. Opportunities and possibilities that arise on other fronts are not taken advantage of or are handled incorrectly.
An example: one of the motions asks for an investigation into whether gas extraction has taken place according to the “rules” to date. The Board then accepts a study that hardly deserves the name of fake research and does not comply with the briefing in any way. In addition, it contains incorrect conclusions and summarizes that there is nothing wrong and that we can rest assured. When asked why the Board accepts this fake research, the answer is "no". What the Board is doing here is contrary to the intention of the Rules of Order.
This attitude and the other answers in the letter of March 9 show that the Board does not take responsibility for the safety of its residents during gas extraction. She does not do everything in her power to implement the above-mentioned Council motions, but does the opposite. In the Boy Scouts they call that treason. I believe that there is culpable behavior and a failure to take responsibility for our residents with regard to their safety. The expansion of gas extraction continues as usual and a good measuring system has not been researched and is insufficiently equipped. Only damage due to vibrations is measured and not due to subsidence.

I believe that the Council should speak out about this state of affairs and, in my opinion, cannot ignore a Board that has shown that 2 motions on gas extraction that have everything to do with safety have not been implemented or have not been implemented sufficiently.
Then the letter with the answers to commitments no. 146 and 152:At: no. 1, 2, 3 etc......

Desks will open in major cities in the Netherlands from Monday where self-employed people who are experiencing financial problems due to the corona crisis can apply for assistance. Additional measures for local taxes and levies

Entrepreneurs are in dire straits due to the corona crisis. Exceptional situations require exceptional measures. To accommodate entrepreneurs in these difficult times, the municipalities of Ooststellingwerf, Weststellingwerf and Opsterland (OWO) are taking measures in the field of taxes and levies to support their local entrepreneurs.

BS in the newspaper because of the vision of the shopping center

CHAIRMAN, the present council proposal to make 400,000 euros available for research and planning for the redesign of Wolvega's core shopping center does not have our approval.

In our opinion, the fact that the Wolvega shopping center could use a face-lift is a position that can be endorsed by all fellow council members. The Reva report published in February 2010 provides a number of good proposals in this regard. Unfortunately, little or nothing has been done with this thorough report over the past ten years. The fact that virtually nothing has been done with this report indicates that this is a complex matter in which not only the municipal council but also entrepreneurs and real estate owners have a clear role.

In the “General Budget Investment Ambition”, the council assumes a total estimated cost of 2.5 million euros for this project. In a year's time, in March 2021, a center vision and an implementation program should be ready.
In our opinion, 12 months is a very tight timeframe to realize all plans for such an ambitious project that the council wants to make 400,000 euros available for the preparation of this plan, almost 20 percent of the total budget, which in our opinion is a lot too high amount. Assuming that this entire project will be completed in one year, we have listed the amounts.
- 60,000 for an external investigation is a large amount, who will investigate what, Chairman?
- 70,000 for a strategic advisor for 1 day a week amounts to almost 1400 euros per day.
- 130,000 for a project leader for three days a week comes to around 870 euros per day.
- 95,000 for communication and secretarial work is also quite high. Apparently there is a lot of communication and writing to be done. The question arises here as to what the project leader will actually do. Then another 25,000 goes to the efforts of your own organization and another 20,000 is needed for small measures. Our citizens' money is being thrown here, Chairman!
During the meeting with the project leader, he mainly talked about his experiences with plans in large cities such as Venlo and Eindhoven. These types of amounts may be normal in plans for such large cities, but we are talking about Weststellingwerf and Wolvega chairman.
If “Remain Stellingwarf” does not want to do anything, Chairman, of course it will. It may be a wise idea to give the newly appointed center manager a little more budget and to have him investigate whether there is sufficient support among our entrepreneurs and the residents of our municipality and of course also the real estate owners in Wolvega.
And let him consult with the entrepreneurs in our neighboring municipality of Ooststellingwerf who are considering buying up vacant properties and looking for new entrepreneurs at reasonable rents.
